Yes, at least in theory education cannot be regarded as complete without proper character building. The book by Arthur, J. (2003) provides a good introspection across this topic. Full citation is Arthur, J. (2003). Education with character. Routledge.

I think education should be holistic, however when you start teaching students what values should be adopted, and what duties are obligatory, things become complicated. If you teach ethics, who determines what ethical principles are advocated and what principles are condemned? Private, religious institutions can teach their morality, but some would say public schools should be amoral.
